TRUMP’S OCTOBER 2020 EXECUTIVE ORDER: SCHEDULE F
As his presidency began to unravel with less than 3 weeks left before the 2020 election, then President Trump signed an Executive Order that had been secretly worked on during the last half of his term. Schedule F was signed by Trump and issued on October 21, 2020. The order, in keeping with the Heritage Foundation’s Project 2025 plan, would have moved tens of thousands of public employees currently shielded from politically motivated hirings and firings, into jobs that were unprotected, political appointee positions, based not in knowledge of the job, but on loyalty to the President. In fact, it is the exact opposite of the Civil Service which was created with the passage of the Pendleton Act of 1883. Then, as now, the issue was to have a public workforce that was not subject to party alignment or elections. The “Spoils” system had been inefficient with people leaving every 4 years and new people having to learn the system before they could become useful/productive. Corruption was rampant. Moreover, people wanted public workers that knew their job. They wanted them to be nonpartisan, hired based on scientific methodology for knowledge, skill proficiency, and credentialing. Trump’s Schedule F would have eliminated civil service as it is today and transform it into a group of Trump loyalists beholden NOT to the public, but to Trump himself, and without regard to their skills or expertise (or lack of same). Knowledge-based testing pre-requisites would be replaced by loyalty ratings. Fortunately, Biden winning the election put a stop to it when he rescinded the order; however, the new plan “Trump ’25,” would dovetail nicely with Project 2025’s stated goal to eliminate civil service positions by hundreds of thousands on Day 1 of a conservative victory and replace them with a handpicked group of loyalists totaling in the tens of thousands. In fact, for the past 6 years, the Heritage Foundation has been recruiting those loyalists and continues to do so today. If you think wait times are long NOW when you need to call Social Security or other Government agencies, wait till 90% of the workforce is replaced with people who won’t even know the Agency’s phone number, much less the laws they exist under!!! Of course, Social Security and Medicare are already on the chopping block so I guess we wouldn’t need that staff anymore anyway. And it doesn’t stop there. Trump has a plan. Not a GOOD plan for American citizens, but a plan nonetheless. Agenda47 | Donald J.
